This is true even on some smaller productions. I remember listening to the commentary of Primer and the director saying that he made the decision to shoot on film rather than digital (which, in retrospect, he thought may have been hubris) and the cost of film stock was a major expense. So, he said, for many shot, there was one a second or two of film shot on either end of what appeared in the movie.

To do that he had to know, in advance, where every edit was going to be. That boggled my mind thinking about it.
